This report was commissioned by the CSC as part of its new programme of evaluation activity. Its authors – Olivier Vardakoulias and Natalie Nicholles of NEF Consulting – were asked to undertake a review of current literature looking at the economic implications of offering international scholarships, with a particular focus on how this might be measured in the context of PhD scholarships.
Analysis of the full economic costs and benefits of wide-ranging capacity building programmes such as international scholarships and fellowships will always be complex, and the report notes the limited availability of current research, as well as offering some suggestions for measuring the value for money of scholarships in the future.
